International Consumer Protection and Enforcement Network(ICPEN)
The main objective of the International Consumer Protection and Enforcement Network (ICPEN), established in 1992, is preventing and counteracting unfair marketing practices of international scope. As an international organization, the Network ensures a comprehensive and global attitude towards consumer issues, regardless of differences between the legislations of individual countries. Its activity is aimed at the enhancement and improvement of enforcing provisions protecting the rights of weaker market participants.
ICPEN is based on the co-operation of its member states, mainly with respect to problems that consumers face in cross-border transactions. The exchange of information within the Network enables, among others, the effective conduct of investigations and court cases against unfair and unreliable enterprises. ICPEN comprises institutions dealing with consumer protection from 33 countries worldwide.
Since 2002 the Office of Competition and Consumer Protection has participated in Internet Sweep Days organised by ICPEN. The aim is to promote fair entrepreneurship, educate Internet users and draw attention to the existence of control and supervision bodies on the Web. The data collected during regular Internet searching make it possible to asses the nature of consumer on-line trade and problems relating to this sphere of market. So far websites have been inspected mainly with reference to illegal and misleading advertising of mobile telephones addressed to children and adolescents, as well as sites offering "quick profit”, paramedical products and tourist services. As a result, numerous letters were sent to entrepreneurs with a request to adjust the content of their www sites to legal provisions. Most Internet websites owners consented to the request of the OCCP’s President.
In November 2005 the candidacy of Poland to take over the ICPEN presidency in the years 2006-2007 was unanimously accepted. In 2006 and 2007 the ICPEN members will meet in Warsaw and Kraków under the leadership of Poland.
