President of the Office of Competition and Consumer Protection

Marek Niechciał is a graduate of the University of Warsaw, where he studied economics. In the years 2007-2008 he was President of UOKiK, and from 2008 an advisor at the National Bank of Poland’s Economic Institute. In the years 2007-2012 he was a member and Deputy Chairman of the Statistical Council, an advisory body to the Prime Minister.

He has been Deputy Director for Economic Affairs at the Department of the Committee of the Council of Ministers, and has worked, among others, with the Insurance and Retirement Fund Commission Office and at the Polish Academy of Sciences (PAN) Institute of Economics. He was has also worked as a journalist specialising in economic affairs.

Marek Niechciał has experience in education, having been a lecturer among others at the L. Koźmiński University Business School, University of Finance and Management, and Warsaw School of Information Technology under the auspices of the Polish Academy of Sciences (PAN).

He has co-authored Reports on Innovativeness of the Polish Economy (Raporty o innowacyjności gospodarki Polski) published by the Polish Academy of Sciences (PAN) Economics Institute, and an NBP publication, currently under preparation, Innovativeness of the Polish Economy (Innowacyjność polskiej gospodarki).

Privately he has a passion for aviation. He is involved among other things in organising meetings of the Polish Aviation Technology Association (Polska Technika Lotnicza).

Prime Minister Beata Szydło appointed Marek Niechciał President of UOKiK on 12 May 2016.

Dorota Karczewska Dorota Karczewska, Vice-President of UOKiK

Ms. Dorota Karczewska is a lawyer specializing in competition and consumer protection. She has been working at the Office of Competition and Consumer Protection for the past 16 years – since 2008 as Director of the branch office in Bydgoszcz, Northern Poland. She has represented the Polish competition authority in numerous court cases as a legal counsel. She teaches competition and consumer law at the Regional Chamber of Legal Counsels in Bydgoszcz. In 2009-2014, Ms. Karczewska was a member of the Supervisory Board of the Lodz Special Economic Zone.

Ms. Karczewska is a published author and speaker at conferences, workshops and training courses devoted to competition law and consumer protection.

The Prime Minister appointed Ms. Karczewska to the position of Vice-President of UOKiK on June 11, 2014. As Vice-President, Ms. Karczewska will oversee the consumer protection division, including the trade and product safety inspectorates.

Michał Holeksa graduated from law at Lazarski University and in 2012 he completed his post-graduate studies in the area of management in public administration at Koźminski University.

Since 2000 he has been employed in public administartion. He worked in the Office of War Veterans and Victims and in the Chancellery of the Prime Minister of Poland. Between 2016-2017 he was the Director of the Executive Office in the Office of Competition and Consumer Protection and was also a member of the Inter-departamental Adjudication Comission for cases of infringement of the public finances regime associated with the Minister of Justice in matters concerning public finance breaches at the Ministry of Justice.

He is married, has three children.

The Prime Minister Beata Szydło designated Michał Holeksa to a post of the Vice-President of the Office of Competition and Consumer Protection on the 28th of August 2017. He will be responsible for the competition protection.
